Bearly a week after the pre-bid conference for the construction of AIH infrastructure, the Kwara State Special Agro-Industrial Processing Zones (SAPZ) Project today played host to bidders for the construction of the processing and non-processing support facilities for the Agro-Industrial Hub at Malete, Kwara State.
In his remark at the exercise, the State Project Coordinator, Engr. Dr. Busari Toyin Isiaka, recalled that the contract was advertised in March 25, 2026, in Daily Trust and The Punch newspapers.
In his words, "Opening of bids for the procurement of the construction of the processing and non-processing support facilities for the Agro-Industrial Hub at Malete, Kwara State, came up today, marking a month from the date of the publication.
“On behalf of the Kwara SAPZ Project Implementation Unit, I sincerely appreciate all bidders and stakeholders present at this bid opening session.
We confirm that the opening of bids has been conducted in full compliance with the Islamic Development Bank procurement guidelines and the provisions of the bidding documents, ensuring transparency and fairness", the Coordinator explained.
He disclosed that while a total of eight bidders purchased the bid, only four bids were submitted, which have been publicly opened, with key details duly read and recorded.
The four bidders at the bid opening session, according to him, included RTD Thomson Ltd, DPL Construction, RSA Global services Ltd, and Afdin Construction Ltd.
He added that the next stage of the process will be the detailed evaluation of the bids by the Evaluation Committee, which, he said, will be in accordance with the established procedures.
Busari then urged all bidders to refrain from any form of communication intended to influence the evaluation process, stressing that the outcome of the evaluation will be formally communicated to all bidders in due course.
The Technical Assistant Procurement, National Coordination Office, Special Agro-Industrial Processing Zones (SAPZ) Project, Mr. Tony Omyekyweli, who opened the received bids, maintained that the bid opening exercise was part of the activities leading to the contract.
He said that procurement is procedural, justifying that the bid opening session ẹnsured that the register was closed before opening, and promising that the evaluation will be sent to the Islamic Development Bank (IsDB).
The Procurement Officer, Kwara SAPZ, Mr. Kabir Yinka Ibiyemi, read the bid opening checklist comprising necessary requirements, explaining that evaluation will be based on those prerequisites.
In his remark at the event, the representative of SAO Capital (Transactional Advisory Firm), Mr. Osigbodi Kolawole, declared that the process was transparent, saying it complied with the Islamic Development Bank's (IsDB's) procurement benchmark.
Corroborating this view, Mr. Abdurrahman Akindele Ayuba, who is the Executive Officer, Centre, for Community Empowerment and Poverty Eradication (one of the NGOs at the occasion), described the bid opening session as a forthright exercise that is merit-inclined and which will definitely produce a quality outcome.
Also speaking, Mr. Babatunde Seun from Adfin Construction agreed that the bid opening process was seamless, commending the efforts of the KW-SAPZ for inviting observers and for carrying the public along in the process.
In attendace at the session were other staff of KW-SAPZ, the representatives of Bolcon Nigeria Ltd (Consultant), and other Non-Governmental Organisations.
