The Kwara State Government has unveiled a targeted multi-sectoral roadmap to position itself as a premier destination for commercial animal husbandry, while simultaneously charging the regional press corps to safeguard public discourse through factual development reporting.

The sub-national strategy was presented by the State Commissioner for Livestock Development, Mrs. Oloruntoyosi Thomas, at the conclusion of the 2026 Press Week hosted by the Correspondents’ Chapel of the Nigeria Union of Journalists (NUJ), Kwara State Council.

Addressing the central theme, “Livestock Development in a Changing Economy: Innovation, Opportunities and the Role of Strategic Communication in National Growth,” Thomas defined the agrarian landscape as a vital vehicle for macroeconomic diversification, job generation, and domestic import substitution.

## Re-Engineering Local Pastoralism for Investor Capital

The administration is shifting the state away from non-commercial, subsistence herding by rolling out specialized infrastructure to attract institutional private equity. This plan heavily relies on existing national intervention models to de-risk the sub-national market.

Key institutional projects driving this transformation include:

1. The Special Agro-Industrial Processing Zone (SAPZ): A dedicated industrial city providing investors with off-grid electricity networks, distribution corridors, standard cold storage hubs, abattoirs, and selective breed improvement stations.

2. The Livestock Productivity and Resilience Support Project (L-PRES): A targeted state framework engineered to expand local processing capability, reduce dependency on Nigeria's $1.5 billion national milk import bill, and transition local herders into structured producer networks.

The government is urging youths, cooperative unions, and local female entrepreneurs to plug directly into these state-backed agro-industrial portals to access capital, specialized inputs, and guaranteed market off-takers.

### Championing Information Integrity in Economic Reforms

The push for livestock industrialization matches the administration’s focus on ethical communication. Earlier in the session, the Chairman of the Correspondents’ Chapel, Biola Azeez, reminded media professionals to remain firmly anchored to objective reportage, accuracy, and public service despite the rise of digital misinformation.

This sentiment was mirrored by David Babalola, Principal Consultant at Synergy Impact Consultants Ltd, who identified objective journalists as foundational architects of national growth. State officials concluded that clear communication frameworks are crucial for educating rural communities on modern farming practices and driving long-term compliance with state agricultural initiatives.
