Kwara-SAPZ Holds Pre-Bid Conference for Construction of AIH Infrastructure

The Kwara State Government has today, Tuesday, conducted a pre-bid conference for the participating bidders on the construction of Common Infrastructure & Utilities; and Processing & Non-Processing Support Facilities for the Agro-Industrial Hub (AIH) at Malete, Kwara State.
The AIH is to be established under the Kwara State Special Agro-Industrial Processing Zones (SAPZ) Project.
The pre-bid conference, held at the Conference Room, Kwara SAPZ Coordination Office, Ilorin, was to inform the bidders of the necessary details required in handling the contracts, and to enable the bidders to seek clarification as regards the Kwara SAPZ Project in general and the contract conditions and standard in particular.
Speaking during the conference, the State Project Coordinator, Kwara State Special Agro-Industrial Processing Zones (SAPZ) Project, Engr. Dr. BusariToyin Isiaka, noted that the exercise was necessary to ensure quality project delivery and create an avenue for the bidders to be informed about compliance with international best practice.
While assuring the participating bidders of a level playing field process, Busari disclosed that the exercise reinforced Governor AbdulRahman AbdulRazaq's commitment to transparency, competitiveness, and efficiency in procurement processes.
"The pre-bid conference is a critical step in ensuring that all interested bidders are well-informed and positioned to submit responsive and high-quality proposals. By this, there will be guaranteed on value for money and the successful delivery of world-class agro-industrial infrastructure in Kwara State.
"You are expected to submit proposals that are in line with the guidelines provided in the course of this session, after which a transparent evaluation process will follow. This process demonstrates the state government's readiness to leverage strategic partnerships and innovative frameworks to unlock the full potential of its agricultural sector by embarking on agro-industrialisation", the Coordinator explained.
He further maintained that the Kwara SAPZ Project is to advance livestock-focused agro-industrialisation for economic development.
The Project Infrastructure Engineer, Dr.Ezekiel Olanrewaju Ariyo, reminded the bidders that they had earlier been conducted round the site at Malete to confirm the reality ọn ground, and assess the positions of the faciities to be built as pictured ín the design.
While stressing merit as the hallmark of the process, the Project Procurement Officer, Mr. Kabir Yinka Ibiyemi, urged the bidders to give attention to the bidding documents, which he said contained general specifications about the contracts.
He clarified that construction of Common Infrastructure and Utilities is to be procured through International Competitive Bidding (ICB), while Construction of Non-Processing and Processing Support Zone Facilities is based on National Competitive Bidding (NCB).
The representative of Bolcon Nigeria Ltd (Consultant), Engr. Afolabi Maruf, provided for the bidders the technical guideline, harping on conformity with the technical instructions.
The bidders present at the conference included DPL Construction Company, RTD Thompson, ASCG Construction Company, ÀṢÀ Global Investment Ltd, Dantata & Sawoe Ltd, and FIK Contracting & Engineering Ltd.
Questions were entertained from the bidders to create room for clarifications .
