Contract Title: Procurement of High Yield Seeds, CPPs and Fertilizers for Kwara SAPZ Project

1.The Federal Government of Nigeria/Kwara State Government has received financing from the Islamic Development Bank toward the cost of the Kwara State Special Agro-Industrial Processing Zone Project (SAPZ) and intends to apply part of the proceeds for: Procurement of High Yield Seeds, CPPs and Fertilizers for Kwara SAPZ Project

2.The Kwara State Government through the Kwara-SAPZ now invites sealed bids from eligible bidders for the Procurement of High Yield Seeds, CPPs and Fertilizers for Kwara SAPZ Project

3.The Scope of Works includes, but is not limited to, the following:

i.Supply of maize, soya and rice seeds.

ii.Supply of Maize fertilizer: Bio-organic granular fertilizer

iii.Supply of Soybean fertilizer: Rhizobia inoculant plus light bio-organic fertilizer.

iv.Supply of Rice fertilizer: Bio-organic soil builder or granular bio-organic fertilizer.

v.Supply of Bio-Insecticides

vi.Supply of Inoculants

vii.Supply of solar-powered knapsack sprayers and protective equipment.

4. The expected completion period of the acquisition is 2 months

5. Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in IsDB’s Guidelines: Procurement of Goods, Works and related services under Islamic Development Bank Project Financing (April 2019, revised in February 2023) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to 1.9.1-1.9.4 paragraphs of the Procurement Policy of the Procurement Guidelines setting forth IsDB’s policy on conflict of interest.

6.Interested eligible bidders may obtain further information from and inspect the bidding documents from Head, Procurement Kwara-SAPZ Unit, at the address below during office hours, between the hour of 9:00 a.m. to 4:00 p.m. (local time) on official working days (Monday-Friday)

7.A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of Two Hundred Thousand Naira (N200,000.00) only, with evidence of payments to the bank with Details provided below.

8.All bids must be accompanied by a Bid Security of not less than N13,000,000.00. and submitted to the address below on or before 12:00 Noon. (local time) 15th September, 2026, Four (4) weeks from the date of Advert physically or by courier. Electronic bidding will not be permitted. Bids will be publicly opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below at immediately after the close of bids. Late bids will be rejected and returned unopened.
